1. Preheat oven to 350 F.
2. Line muffin tin with 24 cupcake paper liners.
3. Add flour, brown sugar, baking powder, salt, whole milk, shortening, peanut butter, vanilla extract and eggs to large mixing bowl.
4. Mix 2 minutes at medium speed.
5. Fill cupcake liners 2/3 full.
6. Press peanut butter cup candy into the batter until even with batter top.
7. Bake 20 minutes, or until the cupcake tops are springy when touched.
